This is what you have to do. It just worked for me and it works the same for Deadrising2. Both players send invite to game request. Host accepts but doesnt proceed to join the game. Meanwhile player 2 jojns the host invitation and proceeds to join the game completely. After some seconds host will get player 2 request. One thing I can say for sure is that the Steam Deck's Wi-Fi has issues, and those issues might potentially be the main culprit. On the other hand, Steam Deck is using Proton, so it could be an issue with Proton. Having said that, I'd wager most people who experience this coop issue aren't using Linux. I was playing OTR with my friend last night through Steam and it worked great. No lag, glitches, etc and we had lots of fun. When I try to join him now, nothing happens.
